Why, when you are given what turns out to be a wrong telephone number with a wrong address and postcode for a delivery, does it always turn out to be a council run property?

It's not always council buildings. I went to collect on Wednesday armed with the name of a private food company that, I discovered on arrival, hadn't operated from those premises for the past ten years. And I got given a contact telephone number with he last two digits missing.

For dedicated jobs we do that and always check ahead for opening / closing times but this was one of our Garden Equipment distribution runs with up to 90 deliveries a week - can't really spend the time to google each and every one but sometimes the details just do not smell right, if you know what I mean. With this one we even confirmed the address when we eventually got a correct telephone number, but it was confirmed at a point 1.6 miles from where it actually was, and no it wasn't a new build.
